Experts on need for judicial reform

Debt collection is the responsibility not only of court bailiffs, but also competent authorities and legal entities. They should be equally involved in the execution of court decisions. Deputy Chairman of the Regional Chamber of Private Bailiffs of the capital Aibyn Utegenov told about the contradictions within the enforcement proceedings. According to him, this aspect should be taken into account when reforming the country's judicial system, which was announced by the Head of State.  The expert expressed hope that the new judicial reform will eliminate the inconsistency of some draft laws and, in general, ensure the consistency of work during judicial execution.

“The notice from the police department says that they will not interfere with the execution of court decisions. In this way, they are separated from this procedure.  It turns out that the private bailiffs are responsible for the execution of court decisions. They should bring citizens to administrative responsibility. However, this is not an easy task. Sometimes, it is necessary to take enforcement action. For example, to evict debtors from houses and so on. In fact, we do not have such powers, the police does. This issue needs to be settled at the legislative level,” said Aibyn Utegenov, Deputy Head of Regional Chamber of Private Bailiffs, Nur-Sultan city.
