Modernization of Kazakhstan’s judicial system

Applying the achievements of modern technologies and ensuring fair justice. Today members of the Mazhilis, the Lower House of the Kazakh Parliament considered a package of bills to improve the judicial system. Among them – the law on the judicial system and the status of judges, amendments to the Code of administrative offences, and also on issues of modernization of the judicial system. Mazhilismen said that such innovations were caused by the introduction of Administrative Justice in the country from July 1.

“Kazakh Ministry of Justice is now carrying out extensive explanatory work with the involvement of national experts, international experts, those countries where the institute of administrative justice is already successfully functioning. The training, educational trainings of about 3,000 employees of state bodies was conducted in a distance format, with visits to local executive bodies with heads of staff, heads of departments to consider appeals from citizens of the organization,” said Natalia Pan, Kazakh Vice Minister of Justice.

This practice has long been successfully applied abroad. It will help solve an issue of reducing the workload on judges. The first group of 179 judges have already been trained to start the work of Administrative Justice. Chairperson of the Mazhilis Nurlan Nigmatulin said that the modernization of the judicial system is aimed at solving the tasks set by Kazakh President Kassym-Jomart Tokayev.

“As the Head of State, Kassym-Jomart Tokayev noted, the ongoing reforms should mobilize the industry of new qualified experts and ensure fair justice. Such measures are taken primarily to strengthen the confidence of our society in the court. The courts and judicial proceedings, in turn, must meet modern requirements and protect the rights of citizens, business and investors,” Nigmatulin added.
