Digitalization of notarial services

Documents certified by a notary will be stored in the electronic format. The new rules are provided in the law on digitalization of notarial acts, which was approved today in the Senate, the Upper House of the Kazakh Parliament. Now the notary should record every case in the electronic system. Each document will now be assigned a QR code. In case if an act is not recorded, the notary will be subject to disciplinary responsibility. Governor’s offices, as authorized bodies, will carry out paperwork on data storage devices in settlements where there is no notary.

“This law will allow expanding the scope of application of digital technologies in the notary service. It also establishes the legal basis for strengthening the requirements for notarial acts. The main goal of the rules involved in the document is to ensure protection of legal rights and legitimate interests of individuals and legal entities when receiving notary services,” said Maulen Ashimbayev, Chairperson of Senate, Upper House of Kazakh Parliament.

To date, there are more than 4,000 notaries operating in Kazakhstan. In 2020 alone, they provided nearly nine million services, which resulted in over two billion tenge of tax revenues into the public treasury.
