Kazakhstan government to delegate several powers

The Kazakh Government will delegate part of its powers to ministries. It plans to redistribute 94 functions between the levels of the government. 89 of them will be delegated to ministries, and five to local executive bodies. Members of the Mazhilis, the Lower House of the Kazakh Parliament, approved the new bill on the first reading. Also, along with this, four state bodies are endowed with additional powers. Thus, as noted in the Mazhilis, the bill provides for the delegation from the government of the functions of drawing up and submitting a report on the strategic plan, on approving rules of fire safety, as well as powers in the field of use and protection of water resources, water supply, sewerage, on establishing the permissible parameters of vehicles.

“The project is prepared taking into account the instructions of the country’s leadership, the priorities determined in the Strategic documents and the recommendations of experts. During its development, a large-scale work was carried out to analyze state functions at the central and local levels. The bill provides for amendments to 55 legislative acts, including five codes and 50 laws,” said Asset Irgaliyev, Kazakh Minister of National Economy.
